They are sealed - you're not supposed to clean them on the inside (I assume that's what you mean?).

However, if you have to replace them anyway... Why not try to take them apart and clean them out? What do you have to lose?

if its plastic you can forget about it. unless someone knows how to clean it. my hyundai xg headlights are so dirty ,its better sticking a flashlight out the window. (don't do that please.)
