You just answered your own question. The party in power at any given time is the one who writes the most loopholes into the tax laws.

In the 1970's the House of Reps (where the real tax action happens) rules changed and gave the party in power much more control.

From the 1970's to 1995, the House of Reps was controlled by Democrats.
From 1995 to now, it has been controlled by Republicans.

Which more tax loopholes, I have no idea. It would depend on what you consider a loophole, I suppose.

I *(note the bias) personally consider any tax rule beyond a flat tax with basic exemptions to be a loophole. More specifically, if the tax rule only affects a particular subset of citizens, instead of all citizens, then I consider it a loophole.
So I consider everything from mortgage exemptions to child tax credits a loophole benefiting some but not all. (not equality to me)

Which party has stuck more in there, no clue.

My guess would be the Republicans. The reason I think that is that they are very much on the side of business. The basic ideology is that more business promotes a healthier economy and can reduce tax burdens on the public. Democrats tend to lean heavily toward taxation, making it harder on business. I would think they would try to sew up loopholes to ensure they get even more tax money to waste on pointless social programs. That being said, they all lie and steal.
