Bad signal cable, or bad video card.

The video input on the tower is bad or the connection is not tight. Trying unplugging the monitor from the video port and replugging it in. If that does not work, the port (if integrated onto the mother board) may be bad or the Video card (if in a PCI or AGP slot) may be bad. You may also want to try re-inserting the card if it is PCI or AGP, making sure the card is seated properly and securely.

Also - there may have been a previously installed video card that someone took out, before giving you the computer. In this case, the BIOS is set for that Video card. Change the video setting in the BIOS if this is the case.

it means the cable between the monitor and the pc is either not connected or bad or the video card inside the computer is bad. Check the connection and the cables. Make sure the pc is powered on.

Make sure your monitor (whether CRT or LCD) is connected to your PC.

If it is connected, check the cable and then connect the PC to another monitor to see if you still have the same problem.

If none of these seem to be the source of your problem, you will have to open up the PC to see if the video card is seated corrected.

you have incorrectly installed the monitor, remove from MOBO and connect to graphics card in lower slot. If you have it directly connected to the input on the motherboard there are two things that may cause this: either your motherboard monitor input is fried, or a graphics card that was previously installed was removed, if graphics card situation: find drivers for video at computer manufacturers sight.

Either your monitor is not hooked up to your pc or the card that controls your monitor is dead.
