Yes but that situation is rare because the mother's are generally stuck raising the kids and father's are thus issued child support more often. However, when it is the reverse the same rules apply.

Yes, if the mother isn't paying for child support and she was court ordered to do so, then she will go to jail for not paying. It doesn't matter that she is the mother, the fact remains there is a child involved who is missing 1/2 income he/she is entitled to. Good luck.
