Actually, in some states convicted felons can vote, and in many states people in prison can -- if not in prison for a felony. Just fyi. And people travelling or from other places can vote where they live if they get an absentee ballot.

My four:

Too young
Not registered
Not a citizen
They voted earlier in the day


But you have asked this in the history category. Four reasons that have been true in US history are:

Not male.
Not white.
Didn't own land.
Couldn't pay a poll tax, or pass a voting test.

Age. they are too young...(age should be lowered to 13)
felony conviction: convicted felons are not allowed to vote
travel...being out of the country at the time of an election
that's only 3 huh....
incarceration...people IN jail can't vote either

Not being informed.

You can still vote if you can't read. There are people that help with that.
