Freelance unloaded rate can be anything from $15 to $100 or so. Loaded rate for a code shop is going to be around $75-$200+. The programmer in the code shop is not going to get paid the loaded rate, that's the rate the shop will charge the customer.

that sounds good what you could do is ring around a few people or get quotes for work on your own flat then you will know what people are charging , gardening for example in your list would be different prices towards the others and painting is generally charged at so much per room and you paint the walls 2 and ceiling 1 for the price thats what my partner does here in ireland

Personally I charge $25 - $40. Depending on the complexity of the website. I also charge based on project, sometimes I can get a better locked price doing that.

If you are looking for it, don't pay more than $15/hour max.
If you are contracting your services to companies you need to find local prices for webdevelopment, call local webdevelopers and ask for quotes. Most likely you wont make much more than 15 unless you are in a city like new york or chicago, and you must be REALLY good to contract your services. Businesses know how long it should take for web so be careful.
