all states differ in their laws but as a general rule if it is on public property, which most parks are, then you will have to have a business licence

legally your not supposed to sell anything like that in any public place. Their are a few exceptions ; Boy Scouts, Charities etc. These are nationally recognized organizations that have been given permission to do so. But just to double check I would look it up for you area since i was not able to pull up anything on my search.

Also, if it is an edible items such as cookies or lemonade- more rules apply there as well..
