Now you come to mention it, I see how stereotypes could play a part. So can context. He was created in 1930s, where racial equality was unheard of. I guess he was created in a hegemonic atmosphere - He is given a 'screwball' character afterall. But I think as time's gone on, he's also become a lovable vigilante protagonist to match moral-panic issues of our time.
The answerers saying "Geez he's -just- a duck" - yeah, but you could say that about Scar and the hyenas in the Lion King, whereas it was obvious their 'dark skin' reflected Walt Disney's racial predjudice.

I believe he is an animated duck. The fact that they portray him speaking in a language other than duck is offensive and is racist against all things fowl in nature. This oversight must be corrected immediately or we will have to protest. Then, there is the fact that he's not wearing pants, the speech inpedement and he's got this anger management problem......
