It would be best to send them to jail give them a fair trial and 1st rate hanging. If you shoot on little to no evidence than people will turn against you because you become just as much a menace as the terrorist. The terrorist could use this kill 1st system against you by accusing the innocent and force you to kill people the terrorist wanted dead.

They must be treated like other criminals and the punishment awarded to them must be in conformity with the enormity of thir crime. This is the civilised way of dealing with the problem.
