Here are a couple ways:
1. Put an add in the newspaper. In the ad put home visit and references required or something like that. That way you can see where he would be living before selling him to somebody
2. Ask people you know that would be great pet owners if they or someone they know and trust is looking for a family pet.
3. Contact a local rescue organization for dogs and see if they are able to help without you having to relinquish him to them before an owner is found. I went through a cat rescue organization to buy my cats and they were very thorough. They really did call my references and my landlord and she brought them to my house to make sure I had a litter box, food, etc. and that the house was suitable and safe for them.
Note: usually rescue organizations have a "no-euthanasia" policy unless for health reasons. Be carefull if giving him to a shelter. Some shelters are over crowded and unsanitary conditions. The SPCA in my area actually charges people to drop the animals off and because they are so crowded, most dogs are euthanized before they can be adopted to a good home. Unless you absolutely had no other choice, I wouldnt take him to just any shelter.. I would call a rescue foundation for assistance.
Hope these gave you some ideas. I know how hard it is to give up a loved pet. The cats I mentioned, well, I adored them but I had to give them back to the rescue foundation when I decided to move cross country to leave an abusive relationship. The rescue foundation called me and told me that both were adopted to wonderful homes the same day they were put up for adoption which made me feel so much better. I still think about Porshe and Moon and miss them dearly, but knowing they are in safe homes makes me feel a lot better. Good luck and take care.
One more thing: The lady at the rescue organization told me something to keep in mind when looking for a home for your pet: Never say "free to good home". Always charge a fee even if its just $10 or $20.00. Good homes will be willing to pay a small fee to have a loving pet. She said it usually keeps people who are looking for animals to use for fighting from getting the pet. Thought I should share that with you.

I would make sure that he has a good home before I would worry about selling him. Selling and piece of mind don't always go hand-in hand.........
I googled Maltese rescues and got this.

See if there is a rescue that can take him. They usually ensure a good home as rescues usually check references, do home inspections, etc.
