That is exactly what it will be like. They've been out of the House for so long they have a lot of lobbyists, special interests and corporate sponsors to pay back for the last 12 years of support. So the contract will be on your wallet.

My guess is that, in the first 100 days of a Democratically-controlled Congress, they would:

- Install adequate safeguards for the safety of Congressional pages;

- Reinstate the "pay-go" rule, which would require any spending increases or tax cuts to be offset by spending reductions elsewhere in the budget;

- Install requirements that any "earmarks" put in spending bills identify the sponsor(s) of the earmarks;

- Introduce legislation to toughen lobbying & ethics laws;

- Increase funding for first responders (the financial support that had been promised for years but that never was done in earnest);

- Make sure our troops abroad have adequate body armor and equipment;

- Require the Pentagon to present a mission statement and plan for the maintenance of U.S. troops in Iraq, along with a timetable for when that mission could be accomplished & the troops returned home (If Bush wants us to stay "until we get the job done", could he please define what "the job" is & how long he expects "the job" to take so that we can get our troops out from the middle of a civil war?)

- Require the President to abide by the Foreign Intelligence Surveillance Act (which allows the President three days AFTER beginning secret surveillance to get a warrant so the suspects aren't given advanced warning) and to open hearings on whether FISA should be reformed (rather than just pretent the law isn't there);

- Require the Administration to present a legal defense for the detaining of "enemy combtants" without any charges being filed & without any opportunities for appeal in court;

- Require the Pentagon and all intelligence agencies to abide by the Geneva Convention on the treatment of prisoners of war;

- Ensure that our nation's schools have enough funding to have a real chance at meeting the requirements of the No Child Left Behind Act;

- Require that federal agencies (including the EPA, DOH, HUD, Dept. of Ed., NIH, CDC, HHS, DOD, FCC, etc.) NOT withhold reports for no reasons other than they might be embarrassing to supporters of the current president, or that the data runs contrary to the predispositions of religious groups.

But these are just guesses. :P

Of course, it actually WAS more of a contract ON America - kind of like a mafia hit man's contract designed to kill of the poor and the middle class while enriching the already-rich.
