I don't know about the best beat ever but the best(or one of the best) Hip-Hop beats I ever heard was

Pete Rock produced "The World Is Yours" by Nas

J Dilla produced "Stakes Is High" by De La Soul

RZA produced "Apollo Kids" by Ghostface Killah

Pete Rock produced "T.R.O.Y" by Pete Rock & C.L. Smooth

B.D.P- The Bridge Is Over

DJ Premier produced "The Sixth Sense" by Common
