No, you shouldn't have to change the entire roof, just the area where the leak is.

this all depends on where the leak is.it could be hard to track down.the thig i would do is go into the attic when it is raining.try to track down the area that is wet.the problem is that it could be leaking 10 feet from that area and going under the other shingles and comming out when it can find a opening.Look at the shingles on the roof closley and see if there is a nail hole someware,or a badly placed shingle.If u find a nail hole then all u need to do is get a small bucket of tar and fill it in.
If you find a few bad shingles you can replace just those,it's not hard.make sure u check around the chimney,the flashing could have come loose or just needs a better seal.again get a bucket of tar and go around the whole chimney to make sure it's sealed up good.Be carefull on the roof it hurts like heck falling off and u usually break a arm or leg..our old house had 3 layers on it.when we went to the dump with it the total weight was 1.5 ton....way to heavy.

How old is the current roof? If it is close to twenty years old, it would be best to replace the roof. The contractor who told you the city would no longer allow a third roof is correct, it is just too heavy. Get different estimates from other roofers and ask them for a detailed estimate. The estimate should spell out what type and grade of materials they are going to use. Talk to the people at your locale building supply store to get some idea what makes a good roof. Remember, cheaper is not always better. Good luck!

most smal roof leaks can be patched with roof patching tar. the problem is finding the exact spot that needs patching. If possible find the leak in the attic first. Also patching will only last a few years before the tar cracks up. So eventually you will have to replace the roof. Three layers is not recomended.

He's right about the 3 layers of shingles. Most cities will not allow it. It is a fire hazard. If they catch fire,,,,,more to burn. I'd check with other roofers. Seems like your leak could be fixed. Sounds like he's trying to make a buck!!!!

No, you don't need a new roof. I don't know what city you live in, but I'm guessing that there is not city code for a number of roof's you can have on your home.
