If you must use but at the start, it should follow a Semi-colon, as this indicates continuation of thought:
If it were not for good English, we would be lost; But in this day and age, no-one seems to be concerned with proper use of language. However, there are some who still remember their punctuation & grammer.

You can. But you shouldn't. "But" is a conjunction, its supposed to link one phrase to another, its like having a carriage without an engine. Having said that - I just started that sentence with "but" and it's correct, so maybe I just found a loophole for doing so. You gotta love English!

If it is for a piece of writing that will be marked or graded then no you can't but for normal usage where only anal retentive idiots will complain then it's OK
The word "but" is used to compare or contrast ideas within a sentence.
But who cares?
