From it's position in the periodic table fluorine ought to be considered the most reactive non-metallic element. However In some ways chlorine might be considered more reactive... or indeed oxygen Carbon certainly forms more known compounds than any other element! It's a vague question. The answer depends on how you define ACTIVE.
