Fluorine is the most active non-metallic element.
Fluorine is the chemical element in the periodic table that has the symbol F and atomic number 9. Atomic fluorine is univalent and is the most chemically reactive and electronegative of all the elements. In its pure form, it is a poisonous, pale, yellow-green gas, with chemical formula F2. Like other halogens, molecular fluorine is highly dangerous; it causes severe chemical burns on contact with skin.

From it's position in the periodic table fluorine ought to be considered the most reactive non-metallic element. However In some ways chlorine might be considered more reactive... or indeed oxygen Carbon certainly forms more known compounds than any other element! It's a vague question. The answer depends on how you define ACTIVE.

My best guess is fluorine. Nasty stuff. Don't get it on your skin.
