Start keeping yourself hydrated long before your races, replenish your fluids and maintain electrolyte levels with plenty of water and Gatorade, Powerade or other sports drinks. Drink often, but not to the point that it weighs you down (small doses is good). It may make you a little naseous. :)

It depends on the heat, and how profusely you sweat.
In hot weather, I begin hydrating the night before, and get up 2 times to drink water.
During a race, you should not go crazy if it is not hot, but if you wait until thirsty you have waited too long.
Small drinks every 5 min to 10 min depending upon the heat and what your body tells you. Mostly water, every 4th or so a sport drink for sugar and electrolytes.

Drink sports drinks, but not pure water. Drinking lots of pure water when exerting yourself exceptionally is one of the only ways you can get water poisoning. Water poisoning is a potentially fatal condition where water enters body cells uncontrollably, impeding their function. When you drink sports drinks instead, the concentration of water in the body does not rise to the unusual levels that cause water poisoning.

There are plenty of sources on the web, but, you will find that there are water stops during the run, and you can carry fluids on your bike, so it should not be a problem.
