It's a bad idea, but some things are only done by one company. I'm pretty sure that Halliburton is the only company that puts out oil well fires. In which case, they could have invited bids, but they still would have only gotten one.
Hellvis: Those contracts were bid. Halliburton did not get them all, but it did get the majority (if memory serves). Then they were change ordered up (which is actually quite common even when you're building a shed), but like I said it was a bad idea. They coulc have quite easily rebid the change ordered items; however, that can sometimes end up with someone paying more. As change orders require you hold your per item prices.

Same reason that the CAFTA treaty requires 3,000 pages. The people in charge here do not care about free markets; however, they prefer corporate welfare. It has lots of loop holes to help corporations. I think this goes along with the idea of public-private partnerships, which are becoming more and more common in the USA. In an earlier era, this system was called "fascism".

I assume the reference is Halliburton. I understand that there was a streamlined porcess so that we wouldn't waste time during a war.
Also, Halliburton was NOT low bidder during the Clinton years, but was awarded the contract anyway.
