I may not tie my shoes sometimes, usually just due to laziness or if the laces are too short. But I never wear them so loose that the shoes are flopping around! If I saw that, I would assume that it's just laziness or forgetfulness, unless that girl was going for a surfer or punk-rebel look.

I think that they are just too lazy to tie them. Tennis shoes are NOT meant to be worn in this manner.

My daughter does this it is probably because I do not allow shoes to be worn in the house so she can just kick them off when she comes inside.

It improves circulation of oxygen to the foot and it is also comfortable for that person. I do not do this at all due to the fact that I wear boots most of the time.
