I feel your pain! I'm 4'9" and wear a 14 or 16. Most petite or short jeans don't even come close. I actually had good luck at Wal-mart with Faded Glory brand, but they are not low-rise like you are looking for.
I had my mom hem a couple of pairs of low-rise jeans for me. I got one pair at Wal-mart and the other at Kohl's. They came out really good, but she's got a fancy computerized sewing machine. If you don't know someone that sews, maybe you can find a tailor.
Another option is custom jeans. I ordered some from landsend.com. They start at $70, but it's totally worth it if you're like me and can't find clothes! You put in your measurements and pick the style, including the rise. There are 8 washes to choose from. They save your info, so you can order the same thing or make adjustments the next time. The ones I received were very good quality and fit very well. They also do custom chinos and blouses. There are also other companies that do custom clothing - just search the web.
Also - when I find a pair I really like I try to buy at least 2 pairs, cause it seems like the styles change so fast and it might be awhile before I find another pair I like.

I am about the same size as you, so I know how you feel! I also like wearing boot cut jeans, and they can be hard to find. Is there a New York and Company store at your local mall? Their jeans fit me well, and they are usually under $30. Otherwise, you can try the Gap too...they have a lot of different styles in short lengths. They are a bit more expensive, but their jeans are nice. Good luck to you!

OMG! I know rite! Im taller than you and I have to wear 14 to match my height, 13 and 12 looks short on me,. But 12 hugs my hips perefectly. 13 is sorat big on me, and 14 i have to belt as far as the belt goes! It drives me crazy. Sometimes my mom has to poke more holes in the belt so my pants dont fall down. IUgh, I would suggest Macy's, Old Navy, Limited Too Fits anyone/

(before i got pregnant) I wear a 13 and im 5'3- i find the best places for jeans for me is Charlotte russe and Anchor blue, even target
- honey dont shop at walmart- that is the worst place for clothes!
The jeans they have go up to your waste because they are like- Gloria Vanderbilt or some old lady brand!
The stores i mentioned are not that expensive- you get what you pay for- a GOOD pair of jeans is at the LEAST 30 bucks- but well worth good fitting cute jeans.
the BEST jeans are at EXPRESS!!

I can tell you where NOT to go. The larger size stores. If you wear a 13 in regular stores and try a 13 at a plus size store, you will swim in it.

Check the petites section. They make clothes for girls just like you. That, and each designer's sizes vary, so you may not be able to get a thirteen, but you should be able to find at least one twelve or fourteen that will fit.

have u tried old navy, thats where i shop for most of my cloths and i am 4'11. I get most of mine in the kids section (pants) and shirts i always find in the jr's and sometimes in the ladies section. You could also try Macy's and J Jill Petite stores

Buy pants that fit you around the waist and hips and then cut them off and hem them. If you can't sew you can take them to a tailor. They will do it for you and it won't cost much.

I'm 5'2, and have the same problem. Gap has jeans that come in different lengths, and shapes for girls that actually have hips, butts and thighs. And ecko makes good girl jeans too

Most stores offer a petite section. Petite clothing is designed for shorter women. There are also affordable petite clothes i.e. J.C. Penneys
