It is a minor symptom of the problems facing our country. It is a way in which most people can skirt issues and be disingenuous. Political correctness allows a person to never honestly express their true feelings on many issues.

To be fair, "political correctness" wouldn't have any influence at all if it didn't have a simple truth at its core: it's better to be respectful of other people than to not be. Since the vast majority of people don't disagree with that notion, the pull of "political correctness" can influence the choices that average people make regarding voting, shopping, choosing a college, etc. etc. etc.
Also, to be fair, the term "political correctness" can apply to issues that span the political spectrum, despite the term almost always being used to describe liberal issues. For example, try criticizing the actions of individual soldiers, or groups of them, in Iraq on some message boards & you'll have the wrath of pro-military moderators come down on your head.
That said, I don't see how "political correctness" could instigate some of the things you mentioned, like terrorism or race conflicts. I would counter that those who advocate actions or policies that could be described as "politically correct" are actively trying to reduce racial tensions that lead to race conflicts, reduce ethnic and religious tensions that lead to terrorism, reduce international tensions that lead to wars, etc. by injecting a modicum of respect between the parties involved. In that sense, yes, "PC" is a "player" in today's problems, but only because they are a well-intentioned attempt at making the situation better for all involved.
But you know what they say the road to Hell is paved with. ;) It doesn't always work out as planned or intended. If you must have "PC" be in either the "player" category or the "instigator" one, it would have to be in the former because "PC" is a reaction to rude and inconsiderate things in the world. And one can't react to something that hasn't already been instigated by someone or something. Just MHO.

I learnt about morals of right and wrong from an early age. I was also smacked quite heavy-handedly by both parents. A lot of people will say it didn't do them any harm. It didn't and it teaches you a tough lesson in life. That if you do something wrong you will be punished.
Today kids are growing and finding out right from wrong by their own judgement. This can often mean dishing out their own punishment, which in many cases is leading to more violence.
Political correctness has in many ways encouraged violence indirectly by allowing softer punishments on criminals and persecuting the victim for standing up to persistent offenders.
I grew up in a strict environment, today, kids are dictating the violence and getting away with it.

I think it would a real stretch to link most of the cause for the things you mention directly to political correctness. Most of these items well predate the concept of PC which in comparison is relatively new. I am not a PC fan by any means, but the ills of the world are rooted much deeper than that.

Political correctness has unfortunately replaced honest and open discussion. All that is really needed is be be honest and as polite as possible. If the truth hurts then do something to resolve that not complain that someone dared to speak it. Ideally everyone would feel free to voice their opinion (ie: freedom of speach) but certainly should should do it is a manner showing respect for others.

Human consciousness itself is never fixed but continually changing and developing new categories and concepts. These determine how we experience the world, so that knowledge is always the result of a series of conflicting positions - hope this helps.
