Who knows? These descriptions are so general it could be anybody. But not anyone.
She's from Babylon and she rides the beast.
I think the first thing you have to decide is how much of this verse is symbolic, how much figurative and what if any might be literal.
The part about "her" being rich is stressed and it seems to indicate international commerce with the merchants of the earth. Can we speculate about who does and does not qualify as a "king of the earth"? There aren't a lot of kings left nowadays. And is the sexual sinning literal or figurative? Perhaps figurative in the way that business-people are sometimes said to be "in bed with..." others?
I really don't like to mess with prophesies, so I'm not going to give my speculative answer like other people will. I only hope to help you if you are actually trying to find out what this might mean.

for surely its says clearly that it is a city. many think that it is pertaining to the catholic church ,which I also believed, but revelation talks about the merchants that stood afar off and wept at her destruction. merchants are sellers,buyers. for this city was very wealthy and lavished with luxury. and she was drunk with the blood of the saints, which are all gods people and prophets.so you got to ask yourself which country or city has killed more of gods people since the creation of the earth? and goes around the whole earth to make other nations partake in her iniquities I came up with 2; Rome, jerusalem
