I have a photo that I want to make transparent so that I can use it for a background on a website. I want it transparent so I can be able to add text over it

As some answerers have stated, one of the formats for transparency on the Internet is gif (Graphics Interchange Format). There is another format png (Portable Network Graphics), unfortunately, some browsers do not show png graphics.

Anyhow, you need a program that allows transparency in images, and also allows you to save the image as either gif or png.

Paint Shop Pro

I use a program called GIMP. It's free, lets you open and save in almost any graphic format, and will let you adjust color levels. With that, you can fade out the colors, as light as you like, and it makes a perfect background. You can get it at the link below.

It's not the easiest to use, but it's definitely the most powerful free software of its' kind that I've found.

that depends princess: if you are going to make a photo into
an screen saver .Since transparenting I reccomend Graphic Arts set up file for better back ground as an good suggestions
in order to have this done go directly up to my files once again
click on it then scroll down until it say's "set up" click on it only

Mlkae it your background picture. Put the URL in were you would a background picture.
