Yes - the Bill and Melinda Gates Foundation offer several grants. But as noted in their website http://www.gatesfoundation.org/ForGrantSeekers/

"We award the majority of our grants to U.S. 501 (c)(3) organizations and other tax-exempt organizations identified by our staff. We do not award grants to individuals, or to projects that serve an exclusively religious purpose. "

Yes there are. They don't go to individuals, however, they go to help entire communities by assisting organizations which perform public services such as libraries, schools, etc.
