Uganda!!
for "Westerners" or ex-pats Uganda is suprisingly safe, and cheap if you want to live in Africa. Of course, it is still a third world country so you have to be careful but it is beautiful, you can retire in peace and maybe do some good work to keep you busy during retirement to help out the people.

My physician is from Costa Rica and he says it is one of the most beautiful places on earth. I have read that it is very cost effective to live there for retirees. And if the people of Costa Rica are anything like my MD they must be some of the best people in the world. I think the political situation is stable now also.

Have you checked into Puerto Rico? It is a US possession so moving there should be easy (if you are American ) and the cost of living would probably be less than on the mainland.
