It's not all 'his old mates'. He has to include people popular with different factions in the party, and ensure there is an adequate representation of women and MPs from different regions. This PM is rather ageist and has promoted a lot of youngsters to cabinet, ignoring a lot of people elected from 1983-92.

There is no ruling on this.Sometimes we see a person has been given the job because they are likely to be good at it. Generally speaking, to we taxpayers,it seems that the jobs are given to the P.M`s old mates or those who will support him with everything he wants to do.After all cabinet ministers do not have to know anything at all about the job they have been allocated, because it is the civil service people who actually do the work and put the words into the cabinet members` mouths.

Lots of them but mainly I believe that the PM takes account of their individual consciousness and knowledge. Using this context he considers the idea that reality is constituted by the mind and is its creation, there is no noumenal world. His decision to choose is based on this!
