AC in the winter? It should be out of the window or totally off.
In the summer, it is personal preference so you feel comfortable..

Winter you shouldn't be having your air conditioner on at all. That can make you sick. Unless of course you live in a place where you have very hot winters. For the summer, it's all in your preference. It also depends on how much humidity you have in your house. I like to set ours at 72.

For summer, I think it's responsible to put it at the temperature above which things become uncomfortable. Summer is hot, that's how it works, it's not meant to be 19 degrees.
For winter, I think 18 degress is ok (for central heating that is, electric heaters are inefficient)

You shouldn't have your AC on in the winter. You'll just end up using more electricity, and paying for more! Use it during the summer months only and keep it to your preference. I prefer it to be between 70 and 75 degrees.

well the first thing you want to do is get a programmable thermostat. I have noticed that most people really dont know how to use whole house A/C.
they turn off the thermostat off when they leave for the day weekend or week. I have noticed that if you get rid the humidity you will feel more comfortable, so increase once you get rid of the humidity but dont turn it off
that if you live somewhere where it stays warm enough to use it most of the year.

It depends on if you like it to be colder or hotter. I like to conserve as much as I can. So, I set my furnace to 68 and my air conditioner to 72
