Run the msconfig utility. Go to Start, then Run and type in: msconfig
Go to the startup tab
You will see a list of all the programs that are loaded when your computer starts up. Look for anything that might be loading the myweb program and uncheck it. (You can always recheck things if you need to)

Second, boot the computer into Safe Mode (press the F8 key repeatedly during boot up until you get a menu screen with Safe Mode as an option) Run a spyware scanner in Safe Mode. It can remove files that would be in use in normal mode. Reboot the PC to return to normal mode.

Download and run ccleaner from download.com for free to clean any references in the registry to programs that no longer exist. You are probably getting the error because something in the registry is trying to load the dll, but it is not on your computer. (Was removed by one of the anit-spyware programs).
