I dont think it is universally enacted as law yet but some countries are advanced enough to require all public buildings and transport to have wheelchair accesibility.
If you travel, look at the hotel ratings and all of them will be graded for this feature as well.

its not law for houses to have access wheel chairs but by law new buildings and most shops need to make access for wheel chairs including widening doors and ramps this came law a few years ago

When those do-gooders demanded it, that's it. In my day the disabled were made to suffer and they loved it.
