Unless you're a brainless a$$hole, you can assume you should call the police at once and start a huge electoral fraud scandal, and at the very least stop that person from voting on charges of id theft.
Of course, the very question seems to direct to your lacking a functioning cerebrum, as an illegal living on a stolen identity is unlikely to engage in high profile activities carrying a high risk of discovery, like voting.
