Bugger can mean almost anything, like sod, git, etc. It's a reasonably non-offensive term, and quite generic. While it does, like sod, refer to buggery, that's usually not how it's used in day-to-day speech. I should know, it's a favourite word of mine.

Smutty is dirty, but like pron dirty. A smutty video would be a video with..well..I think you know what I mean.

So basically yes, it'd be calling someone dirty/dirty minded.

This sounds British and I know smutty means dirty and bugger can mean many things but I think it means dirty thing or dirty mind.

It probably has to do with the language she uses - possibly obscene or maybe her promiscuous behaviour.
