There is something about the brain development that girls brain's do deveop faster than boys. That is an observable fact of school age children.
However, when a guy reaches 30 to 40, many (but not all) guys become much more mature than the 30 year old women. I don't know why that is either.

They need to be mature faster and earlier because they can have babies and need to be able to handle that.

they have to bare children
and they are fertile at a young age and need to be competent enough to raise a child need be.
think about it.. what evolutionary advantage does this serve

actually boys never mature in the same way girls do. Boys never get breasts.
