US News only has four tiers -- so a fourth tier school is among the bottom group.

If you look at the top tier schools, over 90% of the graduates pass the Bar exam on the first try. For the fourth tier schools, it is closer to 50%.

Top tier students are recruited by the top law firms. Fourth tier students are generally not recruited.
