But will that decrease from the cookie and kool aid budget, or will they still be free too?
The extra money won't work if there isn't cookies and kool aid to lure them onto the bus. There is no "walking around money" until the votes have been cast.

No, I haven't "heard". And only if you read lying, radical right dribble (such as blogs, which seems to be the only place you get your "news") would you have "heard" anything like that. Read a paper, or a news journal and stop "reporting" on false and laughable blog crap.
