I've just had a website developed (in Linux). When I browse the site in Firefox it's ok, but when I browse using Internet Explorer 6.0, the title banner refreshes every time the cursor runs over it, which is very distracting. After I've spent a few minutes on the site, it settles down and stays fixed.

Look at the javascript in mouseover attribute of your banner. That's the pain in web development. Netscape, IE, Firefox, Opera, and whatever other browsers out there all behave differently. You would need to test the pages in many browsers to make sure that they work in all browsers.
