Well, you have to get a HIT, for a hit and run to work. When the 1B holds a runner on, he opens up a wider spot in the infield between 1st & 2nd.

Since it is a 3-2 count, it would be more of a run & hit... the runner may be more likely to take off with the pitch. And he CERTAINLY will, if there are two outs.

Well, if there are two outs, then they'd probably rather take their chances on a hit and run for the sake of covering more ground defensively.

Unless it's a really fast runner, I'd almost always play off the bag and welcome a hit and run attempt. It gives you the opportunity to catch the runner stealing, and you can defend better in a normal defensive alignment. The hit and run doesn't work at a high percentage, so I'd have no problem with inviting a team to try.

Usually, you would hold a runner on unless there are two outs. In the case of two outs, the fielder will still be close enough in case there is a big lead and a pick off move. Also, teams do not hit and run with two strikes.
