I would try to find a all inclusive deal. If you don't find a nice deal, consider this:

If your target is to find the cheapest flight and might travel on flexible dates, book the flight first and the consider the two fallowing options:

If you are travelling in a low season, let's say Winter or Spring that does not include any portuguese public holiday (you can find a list of public holidays in Portugal for the this and next year in the fallowing link: http://www.timeanddate.com/calendar/index.html?year=2007&country=15 ) and you're traveling incorporates Lisbon area, Oporto area, Algarve or Madeira, in this case you don't need to bother very much about accommodation, there are dozens of hotels from the cheap to expensive.

If your travel is due to be on a high season and/or does not include an of the above areas, the I would advise to book the accomodation asap, to avoid dissapointment or over expensive rates. Please consider high season Christmas and New Year season, Carnival, Easter and public Holidays (even the mid week ones)

you set both up together on two web browsers side by side. You make sure both prices are current, then you click to book the accommodation first. Once that comes through (seconds) you book the flights.

You don't get your money back if you mess up the flights. Same is not true of the accommodation (normally)

defiantly accommodation because u will get a flight then no where to stay oh your stuck

Always flights- there are many thousands more hotel rooms than there are plane seats every day!
