If income tax is needed so much for the operation of our country (Canada), how did the country operate from 1867 (Confederation) to 1917 (War Income Tax Act)?

50 year with no income tax... how did the country manage?

Back then there was no government subsidies for charities communities got to gether to help others, as well immigrants at that time took a job and worked hard with little or no complaints. Most costs were offset by municipal taxes for infrastructure services which were more privatised, people paid for services needed not now where one pot pays for all. Most income tax now is used to pay the payroll of all civil servants and politicians where taxes are mostly used for everything else.

The government used to raise their funds by fee per service but that was then.......
