When I turn off the heat on the thermostat my shower becomes normal again (can control the heat setting). I even had my landlord turn down the water heater and the problem still continues.

try seeing if your system has a thermo. valve that controls the mix of cold and hot water. the boiler may not be configured correctly and one may need to be added or if you have it the "innards may need replacing

Be careful, if the turning down on the unit hasn't worked you may need a new heater.The thermostats can go wild and you or your family can be burned.Tell the landlord again, and monitor the water temps., if no change tell him you'd feel better if he'd just change it out.. Be careful.

Sounds like all the components work ..duh update the plumbing if anything or turn down ur gas on the water tank
