Here's a couple of suggestions:
Wear: With long handle underwear (top and bottom) and white gloves. Add to this a brown or yellow ski cap along with brown or yellow thigh high socks. Tell everyone you are a 'Dirty Q-Tip'.
Purchase an inexpensive plastic blow up doll. The kind WITH OUT the working orfices! Sew together 1/2 pair of pants and a shirt to a full set of pants and shirt. Tie off the arm and leg on one side of the doll and place in 1/2 clothing side. If made correctly, one of your arms is hidden inside the 1/2 shirt which allows you to manipulate the dolls other arm. It's works really good if the doll is of the opposite sex as the wearer.
Chicken Flasher: Purchase a rubber chicken, the kind with the long heck. Use scissors to cut off the neck and head of the chicken at a point where the body starts at the neck. Take scissors to an old pair of jeans and make a shorts out of them. Affix (sew) the chicken neck and head on the shorts at the crotch level so when done the chicken head 'sticks out' about a foot and a half. Take the legs of the jeans and cut them just below the knees. Throw away the middle portion. Create lacing holes in the top of the remaining pant legs and thread shoe laces through. Acquire a large rain coat of the london fog variety or similiar. Wear: 'Leggings' and shorts with chicken under the coat. The leggings should make it appear as if you have pants on. You now have the classic 'Flasher' attire but.. the chicken head is a truely unexpected surprise!
Ok.. enough for now.
Course.. for a guy... just go naked on a pair of skates and tell everyone your a 'pull toy'!

Get a big card board box and cut a hole for the head and armholes. Draw and paint the box to look like your favorite brand of X. (I made mine a pack of marlboro cigarettes and won a contest a few years ago) You could make it a box of crayola crayons, a pack of chicklets gum, pretty much anything you can draw and copy!
