I think the film you are on about is called 'WITHOUT A CLUE'. Starring: Michael Caine, Ben Kingsley, Jeffrey Jones, Lysette Anthony, Paul Freeman. Released in 1988.

It was called Without a Clue. Totally remember seeing that in 1988. Doctor Watson was played by Ben Kingsley.
