There are primers that will adhere to formica. Check out www.zinnser.com. Their products can be found at Home Depot and Lowe's I believe. You would need to prime the counter, then paint the counters or do some kind of faux finish and then you would need to use some kind of sealant, shellac or something clear like that over the top to prevent chipping. Alot of work so if you can afford to, just replace the counters.

ABSOLUTELY YES!!! Here's how:
Sand the formica well and remove all traces of dust. This is the most important part of every step -- NO DUST! Use plastic to seal off any kitchen entryways. Use whatever paint you prefer, but I suggest latex porch and floor enamel. The secret ingredient here is a product called Varethane Diamond Spar Urethane (blue label), made by Rustoleum (see their website). It is a latex urethane product that dries to something like 5 times the hardness of polyurethane. It will yellow slightly, so bright white will eventually turn to ivory. Apply a minimum of two coats... 3-5 even better. Let dry as long as you can before subjecting it to sharp objects. Between coats, do everything possible to keep dust down.
I've left sweating glasses filled with ice all night on this surface and there is no evidence the following morning. It is also very stain resistant, and cleans up easily.
Just search Varethane using Google or Yahoo search to find local dealers, but make sure to call first because many of them do not carry the latex product. It is well worth the cost of an entire gallon because you can use it on just about anything. I've refinished electric guitars with it, and used it to strengthen some of my miniature sculptures made of both wood and clay. Great stuff!

I had mine painted by a bathtub refinisher, turned out well, he sealed off the cabinets etc to protect them

No you can not paint them....install new laminate right over the old.....I work for a construction company..
