everything acts normal, except that there isn't enough water in the bowl. it fills like it should, but after the water quits running in the tank, then the water level slowly goes down.

Sounds like a leaky flapper. Get a toilet repair kit at the hardware store or home center. I've had good luck with Fluidmaster products. Like the one in the link below.

The wax seal is leaking. The wax seal is the messy round seal between the toilet itself and the waste pipe. It's cheap at home depot. You'll need to turn off the water, unsrew the pipes and the hold down bolts. Then lift off the toilet and clean off the old wax seal (it's very messy and nasty, I recommend buying a plastic putty knife for cleaning and dump directly into a plastic bag for disposal.). The you install the new seal to the toilet. Guide back the toilet and have the bolts in the holes of the toilet. Then tighten the screws and finally, hook back up the plumbing. Messy nasty job.

h2o seeks its own level, unless you've put something that affect the surface tensoin of water & is allowing more to go around the bend!
