No, because the ESN serial numbers are specific to the carrier... You can purchase unlocked phones via ebay that you can use for other providers... although, the carier you want to use must already have that phone...

I think you can if you buy the phone from Motorola or which ever company you want and then you could probably get a plan from verizon but im not particulary sure about that though
