There are laws...it's called the Labor Board. As far as deporting illegal citizens. There are not enough law enforcement officers and immigration officers to do the deporting. There is not enough jail space to house them all.
As far as employers hiring them. Maybe because they work harder without complaining about how much work they have like the Americans do. Maybe they are greatful to have a minimum wage job where un-educated un-motivated Americans think they should get paid more because they were just born here.

Because in reality they want most illegals to get in. Illegals work for lower pay, provide domestic servants to the upper classes and keep wages low.
All this pretense of facing a major problem, is pure theater. It is the same in UK etc. How does Japan manage to have no immigration, in spite of being surrounded by a sea of impoverished Asian countries?

In two words.... socialism and corruption... they go hand in hand..... and we all lose, we all pay... we all share in the misery created by socialists and their agenda.... and that is not to say that capitalists(the ones rich enough that the advancing socialism doesn't really hurt them) aren't taking advantage of this inaction by the corrupt members of congress.
