If you're trying to understand the statement in quotes; it is an example of facetiousness, i.e., "playful humor" though the specific example is rather dark humor as well.
American nuclear politics is controlled by two political groups collectively (and loosely) known as "hawks" and "doves" -- the former being more for aggressive confrontation (warlike) and the latter being more against aggression (peaceful) in general.
It is generally frowned upon by civilized society (such as that which we espouse in the United States) to"shoot on sight" particularly when collateral damage involving women and children is involved.
Defending your country makes you a patriot to your country. Whether or not you are considered a terrorist elsewhere depends on how you conduct yourself in regards to the treatment of non combatant people involved in your conflict.
The United States does not indiscriminately attack other countries. If an attack were imminent you would have had numerous warnings beforehand. Diplomatic solutions are pursued even after they are no longer considered progressive and war is not ever a diplomatic solution period.
War is what results when all diplomacy has failed.
I hope this helps clear up what appears to be in actuality somebody's rather weak attempt at humor. The realities of war and it's consequences are not something the government would ever take so lightly as the person you quoted.

Well, I do not believe in "Shoot first, talk to the dead later".
It's hard to talk to a country though when they are being difficult. I do not see why America should think that they are responsible for policing the world. If N. Korea wants to blow up another country, maybe yours even, then why should we get our noses in there. Sometimes war is the only solution. No matter if it's diplomatic or not. If it were up to me, I would have women running this world and do away with "every" countries nuclear program. If someone had a nuclear missile pointed at your country, wouldn't you want the protection of a superpower?

What is your country? If the UN could pass a resulution and inforce it , war would be unnessesary. I think the UN passed 19 resulutions to allow inspection or else and the were ignored. Look at the Sudan, they laugh at the UN. War is always the last option. But looking back the US has left all the countrys we have been at better than when we arrived. We are not all bad, it seems everyone wants to move here.

LOLOLOL It only matters if your country has natural resources that the United States wants for the purpose of making more money for greedy capitalists. If it's for something really good, like oil, you betch it'll make you a terrorist...at least in the eyes of the US gov't. Dont believe all these Republican war hawks...they are all too busy making money on your little country.

The United States reacts to the perceived policies of other governments in ways that are at least arguably rational. If your country declares hatred of another, and proposes its annihilation, and you are developing weapons that could advance that goal, the US will take issue. If you work toward peace with your neighbors, and show tolerance for the right of dissent, the US will lend support. It is really not complicated.
