Play 'spooky' songs, or songs that suggest Halloween. From my playlist I can think of the following songs that would be perfect (all rocky/indie)

Sha Na Na - The Monster Mash
Betty Curse - Excuse All The Blood
Automatic - Monster
Metric - Monster Hospital
AC/DC - Highway To Hell
Dr Hook - Freakers Ball
Pink Floyd - Dark Side Of The Moon
Addams Family OST
Rob Zombie - Dragula
No Doubt - Spiderwebs
Rocky Horror Picture Show - Time Warp
Marilyn Manson - Sweet Dreams
Michael Jackson - Thriller
Screamin' Jay Hawkins - I Put A Spell On You

Oh I love doing stuff like this. You can get songs like, Ghostbusters, The Purple People Eater and Time Warp. In your town there should be a party stroe or you could probably just go to a Walmart. Find Cds that have a Halloween theme songs. You can also play games with the theme. There are also songs like The Monster Mash, The Twilight Zone, and Werewolves of London. Hope this helps.

I would recommend borrowing your sisters CDand play the music that she is most interested in. Also put a clip board out for attendees to write down their requests and work off that list. Please do not play the scary sound effects, no one likes them and you can not dance to it. (unless you are a master mixer and use it as a lead into a song) otherwise just avoid. I also recommend playing those corny song that everyone loves and dances to but you would not be caught dead listening to on any other occasion, like Monster Mash.

I hope you're not thinking of playing all that spooky side effects crap! Your sister would hate you for that. What kind of music do they listen to? You can ask them for any special request or you can just play the music that you know your sister likes. Stay away from the side effects or scary music stuuf, she's to old for that.
