i could use a gag to prevent you from talking or i could gag if you put something into my mouth

ok well it could be both:
I had this gag, I am going to play it on Karen. < Eww I am going to gag if I see celery again!! < So if your using it as an item then its a noun, if someone is doing it, then its a verb!

It could be either one, I believe.

Example in verb form:

He gagged.

Example in noun form:

He used the tightly rolled hankerchief as a gag to subdue his victim.

Can be both
1. Verb- put something over somebody’s mouth (and others)
2. Noun- piece of cloth put over or into somebody’s mouth to prevent the person from speaking or crying out
