There are a number of sites where you can put up a free website. As far as making a profit, you'd have to either sell items through the website, or attract advertisers, then get people to visit their sites through yours. Profit you'd make would vary depending on how many customers you get - but don't quit your day job in anticipation of website income.

You can build one with Yahoo's tools at Yahoo small business which is a free tool.
If you want to publish your website, there are web hosting fees that are about $10 per month. Other costs would be advertising and such.
Profit........Greatly depends on what type site and how you promote it.
