depends on a lot of factors actually. Who's licking it, what is the saliva capacity of the tongue, and how fast the licking occurs. The answer varies for everyone, and based on the tootsie pop itself.

My simple answer is "One", since I just put it into my mouth until I'm done.

please take into consideration the following variables:

It depends on a number of variables. How big is your tongue, saliva percentage, how "good" your lick is, and if you do it constantly or just a little at a time.
