Boiler could not be fired because of water in underground tank.

Sorry you got a problem.
gotta dump all that oil and water.

EPA is hard on this.

you got a leak.
your tank is rusty or liner gone bad prob.

Don't know if they will let you do another underground tank.
all above ground now on concrete.

Check with your oil company for this as well as your city hall or local inspector.

That Oil is diluted - wont do no good!

Empty, check tank for source of dilution and fix tank.

You can't. Have the tanks pumped out and check for leaks. You have a big problem.
